I do not get any difference between selecting "finish face of exterior" or "exterior face of core"

The wall placement when I use the rectangle tool is both located off of the exterior face of core.

If that is the case then your exterior face is in fact in the 'core' of the wall structure.

Click the wall, then on the properties palette click the 'Edit Type' button then the skinny 'Edit button for 'Structure'. That is where you position the wall layers. You will observe that on the 'Exterior' side the core is at the outer most layer.

Add a new layer and 'move' it outside the core andthen try again. See attached image.
