Go to the New>Project

the pop up window will apear, there instead of "project" click to the "project template" 

Keep on adding and changing whatever you want, then simply "save as" and you will see it as project templateThen, you just keep on using that file as much as you want for any of your projects...

For template creation you need not to go any where you can use dream weaver and image then you can construct a template easily. You can use various CSS and desings and images in your template or you can download form internet also.
