I am in 2013. I am placing many pipes of various sizes in RCP views. Many times at seemingly random times I get the message"can't "change dimension segment to this value". I am placing pipes, assigning a dimension from the center of the pipe to a wall or column and then clicking on the pipe to move it and clicking on the dimension to change it in order to have the pipe in the correct position. I can click and drag the pipes to the desired position that revit claims it cannot dimension it to. Revit is just refusing to do it the easy way.

any thoughts? is this common?

haven't looked into it, but i found an email string of someone else who had a similar problem when they were working with some HVAC elements. what it boiled down to is that when they placed the element "by face" they were unable to adjust the dimension and received the same error message you saw. when they placed the element "by work plane" they were able to move the element along that plane. hope this helps.

I am using pipes, which to my knowlege do not host to anything because you can literally put them anywhere in the model. I cannot find any pattern to when I recieve this error. I can click and drag them into position just fine and usually if I drag them once then I can modify the dimension.
