what is the best way for having levels appear outside the crop region of a view? I want to show the basement level but do not want to extend the view past the ground level to reveal the basement itself

I don't believe it is possible to do what you are asking.  You could crop the view to just under your ground level so that it still shows and then select the elements you do not want shown and hide them in the view.  The other option would be to create an annotation symbol matching your level symbol and put it in at the level and crop the view.  The symbol would still show (if its inside your annotation crop view, different than crop view) but it would be a dumb symbol and not change if the level changes.

Sure there is a way... DO extend the view, then click on the view crop window and break it into 2 areas and adjust.  You can do this for sections and elevations.  If you don't want anything to show in that lower panel, just use a masking region.  It will not hide the level line.
