So my project was roughly 100' above where I needed it to be, so instead of selecting everything and physically moving it down 100' (which would screw up pads and other stuff), I followed instructions on another forum and selected the level that should be at 0' > specify coordinates at point > entered 0'. Then I selected a level > Elevation Base > Shared. That made the levels appear correctly, but now when I try to change topographic points, they are still corresponding to the old elevations... how do I make it so the topographic points correspond to the correct elevations of my levels? 

I've read so many posts on this topic my head is spinning. Please help!

Try using 'Spot Elevation:Relative' and select appropriate level for 'Relative Base' from the options bar.
