How can I model an external door with a side window which is not the full height of the door?
Do I need to create a family or can I insert a door and a window next to each other (when I tried this I couldn't get the window to insert without some wall between it and the door)

You will need to either find a family that does this for you, or you will need to find one and modify it in the family editor.
A word of warning though on the family editor, it is not for newbies. I'm three years into my Revit experience, attended Autodesk University the past three years, run the local Revit Users Group and can still get myself into trouble in the family editor.
This is where Revit fails in a lot of firms as they can't find the content and you have to have a pretty deep knowledge to create it.
If you can find something close to what you want maybe by posting it we can get you pointed in the right direction.
