I created a titleblock which I have been able to load into new projects however I can't seem to get it to line up on the page properly. I used the 11x17 general template in Revit 8.1 - the outline that you start with before adding linework is the page border, but for some reason this aligns on the left and right but not the top and bottom when I preview and print (the whole page is pushed up about 1/2"Winking. This also happens with other sized templates. I tried centering plot on the page and just about everything else. Does anyone have any ideas what I'm doing wrong?

Make sure you have no imported CAD work or JPG images that blead beyond the boundries of your titleblocks. Imported CAD work is not recommended at all in Revit titleblocks. It is best to link in CAD for tracing purposes only then blow away the link. Revit does not maintain a coordinate system exposed to the users, but there is one behind the scenes. Make sure that all of you titleblocks are perfectly swapable with each other size. I align mine to the lower left corner. I've attached a Zip file of my generaic titlblocks for you to use if desired.
