I have two topo surfaces of the same site. One is to a high level of precision, but only covers part of the building area, and the other is to a much lower level of precision and covers well beyond the building area. They are not congruent at the boundary of the smaller surface.

What would be a good way to approach merging these, or producing another topo surface that includes the useful information from both surfaces?

I'm sorry, I'm not quite understand of what you want..

you have 2 topo surface of the same location, the difference is that one is hi-detail and the other is lo-detail, and you want to merge these topo (hi-detail is in the building area (maybe inside the property line?) and lo-detail will be outside these property line? is that right? if so...

 

have you tried split surface both side at the property line? after you use split surface, remove the surface outside the property line for hi-detail one & remove the surface inside the property line for lo-detail one.. then you will get hi-detail inside property line & lo-detail outside property line..

are your two topos touching?  If so use merge surfaces if not and they are seperate you can group them.
