Is there a way to have a void within a family that when loaded into a project will cut through multiple different types of elements? For example a void that cuts through a wall and millwork? I tried using a face based void with the (cuts with voids when loaded) checked so it cuts within the project but it only cuts the element it is hosted from and nothing else.

The only way you can cut multiple objects would be an in-place void. And there are still some objects that may not be cut.

It looks like the parameter check box for (cuts with voids when loaded) is for the project but only effects elements of the same family category.
