what's the best way to make a key plan that can be placed on multiple sheets?

in the past ive drawn a detail line round my building/site/block and then cut and pasted this into a drafting view, then placed this onto sheets with the correct scale etc with no title

I've done a few of these recently.
I export a floor plan to dwg - import it into a generic annotation family.
Then use a combination of symbolic lines and filled regions with visibility parameters to define the zoning breakup of the building.
