In order to make a face-based light fixture I first made a generic model. I noticed it wasn't rendering and that the model didn't seem to understand that the family was a light fixture. I turned the Family Category and Parameters to Light Fixture but I still don't see a list of light fixtures when I go to the rendering settings and click artificial lights. When I try to render a scene no light comes from the light fixtures.

Any ideas what I'm doing wrong?

Did you actually add a light source to the family?

Yes I did. I had it as hemispherical pointing up and then tried spherical as well but neither are getting any light in the renderings.

In fact the drawing doesnt seem to recognize there are any there at all. It says there is one fluorescent light and I have about 50 in there.

Nevermind, I figured it out. I don't really understand what happened, but I had to go to a plan view, select all of the Fluorescent lights (the ones that weren't showing up) and at the top there was a pull down menu saying Light Group: Varies. I pulled down the menu and selected Fluorescent lights. I went back to my 3D view, rendering settings, Artificial lights, and then they were all shown in the Fluorescent lights category.

I tried a draft rendering and looks like the lights are working fine.

Oh computers... I don't really understand you but whatever works.
