I understand there is a way to import revit sheets with 2d information into separate models. Is there a way I can do the
exact same thing, but with 3d information? Because of the size of the project, I was forced to separate the main building
file and the site file. I would like to import our site plan sheets (which were made in the site file and have a live 3d
topo and linked revit building models) into our main building file. Is there a way I can do this without having to link the
entire revit model and redoing the detail work? Is there a way I can flatten that sheet view (like exporting to CAD) and
import it into my main building file?

You can not import sheets but you can import 2D views.
3D Information can only be linked in or the whole model inserted.
You can do exactly what you asked... export to CAD and import to kill the 3D and all links to the model. There is an add-on that does this.
