Can anybody tell me if a room tag in a REVIT drawing can link with an external Access database. Can this be done?

Your question needs to be more defined to provide a definitive answer.
The first thing to understand is that Revit is not AutoCAD and the room tag is simply an annotation that reports the desired field values of the room. The tag itself hold no properties, the room does. So is the question can I link revit room properties to an external database?
The first thing I would inquire about is why is this needed? Does the external database currently exist? What kink of information does it hold that cannot be held in Revit? There are valid reasons for linking databases, but generally it is better if all the information can be held in one.
Assuming you truely need to link, there are a couple of options.
1. The easiest way is to perform an ODBC export of the Revit model and link that ODBC database to your current external database using a product like MS Access or SQL Server. This doesn't provide a "live" link to the Revit data though since you have to re-export the Revit model everytime you make a change. It does however keep the linking in the database world where it is very easy to accomplish. You of course need a "primary key" field in both database tables to get a valid link. This method will not allow any changes made to flow back into Revit, it is a one-way street from Revit to ODBC.
2. The Revit API could be used to establish a link. Having taken the Revit API class at AU though leads me to believe that this methodolgy can be very program language intensive. The Revit API developed applications will only run when you have Revit open and run from the Tools menu. My theory is that if I have to have Revit open I would be better off with doing the ODBC method. The advantage to the API is that some 2-way tasks can be performed. It still is very limiting though. Revit 9.0 will support .NET 2.0 so maybe things will loosen up a bit when that happens.
3. If all you want is to get a printed report from linked values, I would use my favorite program Crystal Reports and simply create a report using the current external database and the ODBC export from Revit. Very simply and yet very powerful.
