Has anyone experienced problems tagging wainscotting wall sweeps. Please see explanation below

When I tag the wainscotting in elevation "a" and "b" when I modify the location of the wainscotting in Plan view "a" all of the tags move around in elevation "a" and "b"

If you move the wainscoting the tags will move because they are trying to reassociate themselves with the family.  A picture would be helpful if I am not understanding your question.
