Can anyone tell me what the best practice for drawing concrete ground beams? i think i could use the wall foundation command, but sometimes you might not have a wall sitting on the beam.

Just use a concrete beam and place it at the level you want it.

Cheers, i have used the concrete beam, but i am trying to get the ground beam to be part of the 'structural foundation' not 'structural framing'

You could try using a foundation slab then.
