Is there a way to export from revit to CAD and have the demo elements expost as demo layers

Check out the EXPORTING TO DWG OR DXF in your help.

The best advice we can give is TRY IT!   It is obvious that you haven't done so.

OK so it took a bit of playing with different phase and phase filters on and adding the modifiers in the expoxt, but I got it.

For others that stumble onto this thread, If you have views that show demolished objects, Revit will automatically export demo'd objects to demo layers using the standard layer setup that is provided.  Nothing special is required other that to have a view set to show the demolished phase.
