I am trying to insert an image on my sheet layout and having trouble getting it above everything else.

We have a roof top garden that we had sketched and scanned in to create a JPEG image. In the sheet layout I am trying to insert this image into the plan but can't get it to show up on top. I tried the funtion to 'bring to front' but that doesn't seem to work. Am i going about this all wrong, or is there a quick fix to get this to show correctly.
