Please see the short 50sec movie were I am trying to get the stairs to connect to the upper floor by setting a Top offset.

I would delete your stairs and start over, starting with the correct Top Offset so that you get the correct number of risers/treads right away.

How did you create your stairs? You need enough risers to get to that level. teafoe is right, define where the stairs go, then create enough risers to get there based on the maximum riser height in the stair properties.

Despite the number of risers, the stairs will always adapt/connect to the right levels as long as you keep the [Max. riser hight] big enough.

After having drawn it over and over again, we start to believe that it can be a REVIT issue.
Some layouts/types of stairs are just impossible to adjust top/bottom offsets.
If the stairs cannot adapt everytime the design changes - we cannot have stairs in the project until we finish the project!

Sorry that we can't help but your video just doesn't tell us what you are doing. Top (and bottom) offsets do work - I use them just fine. Tell us what your floor to floor is, and your stair layout and we will show you.

Top and Bottom offsets do work just fine and the riser heights will adjust within the maximum riser rule if the Level to Level distance changes, as long as the level to level (+ offset) does not require a riser to be added or removed. REVIT will not automatically add or remove a riser. That must be done manually by stretching the stair run or editing the sketch.
Where the top riser intersects with the floor does not always clean up properly however because the nosing distance causes problems. But vertically the stair works fine. Monolithic stairs actually work better than the wood framed stairs.
REVIT stairs are not perfect and I would not use what REVIT produces to manufacture the stair or railing but they work.
