Does anyone know how to place a mullion not horizontal or vertical within the curtain wall plane?

It all depends...... Do you just have one mullion that is at an angle? If so I would create a curtain panel family with the mullion in the panel family. If you have mullions in a number of different angles you could create a curtain system by lines. (see the Revit help file) HTH Tom

one thing that I've done is select a mullion on a wall and disassociate it by clicking the pin that is attached to it.  Then make a new mullion type that has whatever dimensions you may need and at whatever angle (it also helps to name it something like 'A" x B" @ 45 degrees'Winking... you can do all of this in the mullion properties window.  Then, when you come across another mullion that you want to be angled, you unpin/disassociate it and just change the type to the new mullion you created ('A" x B" @ 45 degrees'Winking.  Also, if your wall is consistently angled at the corners, for instance, you can change the vertical mullion type Cryingborder one, border two) to that same type you created above.  You just have to mess around with it and see what works best w/ your project.
