I realize this may be a real basic function.

How do I lock an object or element to another. for instance locking a millwork to a wall so that they move together. or the backsplash to the counter.

Use the align tool then when the "lock symbol" pops up click on it to lock it.  Also under the properties there is a check box "Moves With Near By Elements" that you can check that before you place the millwork on a wall and it will follow the wall as you move it.
