I have students who are creating a sustainable design project. I am having the students to tag each of the sustainable components so a schedule can be generated according to the sustainable components. A student is trying to tag a rain barrel/water collection barrel. When he uses a specialty equipment tag he is not able to tag the barrel. What tag category should he use?

He should use the category of the family ... or maybe he should edit the family and change it's category.
Actually, for what you are doing, you should assign the same shared parameter to each category that you want to schedule. Then create a multicategory tag and multicategory schedule.
