i've tried a thousand and one different ways to model this stair! nothing works! i've ended up just extruding boxes to make the steps. I'd love any feedback on how to create this as an actual stair.

this was done rather quickly, so:

Use only the Boundary which is green line, and riser which is the black lines. to create the stairs you want. http://screencast.com/t/mzcbygjH

That's what I was doing, but it wasn't working. I saw that since you were able to do it, I must have had something wrong. Turns out the stair I wasn't using somehow doesn't allow that sort of configuration. I soon as I switched my stair type, I got it to work. Thanks for your help!
