hi. im new to revit and this is my first project and about my 7th day using revit. mostly everything has came easy to me except connecting these stupid stairs. PLEASE SEE ATTACHED PICTURE

It appears that you do not have your stairs going up to the correct level. When you are in your stair command look at your properties, under constraints there is a base constraint where you should have for example first floor and top constraint would be second level and Revit will calculate the number of treads/risers that are needed to reach that height.

theyre at the correct level..1st floor stairs: BASE 1st TOP 2nd no offset..same for 2nd floor stairs but 1 level up

usually take 15 stairs to make a run. you can take off the limits, of 7" rise, if you look around in the properties box. but you will need a much longer run, to connect to the top floor.

If you look in your properties photo that you last uploaded your desired number of risers is set to 21 becasue that is what revit is saying you need to reach the level with the heights you have set and your actual is only 11. If you want your desired number to be only 11 then you need to set your riser height a lot higher than 7"

idk if this helps but my floors are 12ft hight and the stairs is only reaching about 9ft

The actual number of risers is how many you have physically drawn in revit. When you start to draw your stairs there will be notation on the stairs that says #risers created, #remaining and you need to use all of the remaining to reach the level that you have described. Revit is telling you that you NEED to have 21 risers to reach a height of 12'-0" with a riser height of 7". You simply did not drag the stairs far enough when you drew them, you only drew 11 so you needed to drag for 10 more.

I never understood how is it possibile to control stairs in REVIT! 
Why cant revit show the 21 risers? Is there a way to do so?
Like on 3D studio - it connects always to both bottom and top levels, independent of the number of risers.
Than we play with the number of risers and runs and we fix it LIVE on screen!

Revit does show the risers in plan view as you draw them and then in 3D once its complete. The stairs will connect to the base and top constraints that you specify, you have to physically click and drag to get the desired number. Revit allows you to only put in say 11 risers only incase you need to make more than one run such as an "L" shaped stair so you would go 11 risers then turn 90 degrees and do another 10. Why would you want to play with riser heights and runs when Revit tells you exactly what you need to get to the height that you specify.

I fixed my problem just by putting an 4" top off set
