I use Revit Architecture and structure 2011 programs. Is it possible to insert a floor plan from Revit architecture into the structure program and use the framing extension to create a 3d view of the framing?

Just link the Revit architecture file.  Or, if the file is not too large, just use the Architecture file.

All of the Revit programs can use the same file.  The differences are within the program.

OK I have the plan in the structure program but when I select the walls for framing I get the message "no walls selected". Does this import need to be exploded or some similar operation?

You say import, so I assume you linked the file?  If so, copy monitor the walls, then turn off the linked file's walls.

Still not sure what you are trying to do.  If you don't need seperate structural documents, you might be better off just using the architectural file.
