Sorry but your image doesn't tell us anything and your question is unclear.
VG can control linked models.

Plz follow this picture attached:
first you have to disable the view template for the import catergory.
then you control type VG command and choose the what visibility of object as you want.
hope it helps.

Are the lineweights in the two files different (the acctual lineweight setteings i.e. 1=.001)?
If they are different, I have found a work around for this (haven't tested this in 2015 yet).

"We have changed the our line wieghts from the OOTB revit wieghts. This is what is causing the issues.
example: the actual line weight for #9 is .0180 in our file. in theirs its is .2. Theres is much larger. just setting the VG to 9 does not work because it reads their file's weight for #9. I could set it to a line weight number closer to ours (their #3 or so) but it would not match exaclty and it is easier (yet still annoying) to just overwrite their file before linking or reloading. The same thing happens with materials. We have our precast conc. set to have no cut pattern but theirs is set to have a concrete hatch. it shows up as a concrete hatch."

Another quick check would be to see if the linked modelis set as an underlay.
