We cannot see any annotation from our plans within our callout details. We have fully detailed floorplans, dim, text etc. When we create a callout only linework is shown. I checked view graphics and everything is turned on.

All 2D elements are view specific...... They are not model elements and this is not CAD. If you need 2D elements from your base plan in your callout, copy them enmass to clipboard, switch to the call-out and paste same place.
