I am trying to create a new concrete wall system that has a ledge of varying height and I am having issues trying to do so

A ledge of varying height?  You mean the ledge slopes? - can't do it... you mean the ledge steps? - could do the ledge as a layer but then it won't look right in section - better off to do as seperate walls.   There are other options but why complicate things?

 

Remember, walls can be joined so if their materials are the same and their faces are flush, there will be no line between them in plan or elevation.

So there is not an easy way to do this? I need the ledge line to show in plan view so that I can indicate ledge elevation changes.

Can't modify existing wall type to make a new wall type w/ledge? So I would say take a 10" wall type and add a 4" to it for the ledge.

Your thought process is CAD based.... Instead, use two walls, one atop the other.  The base wall is wall + ledge in thickness and it's top is stepped.  You can do this by sketching the elevation profile to create the steps.  The upper wall is wall without the ledge and its bottom steps to meet the lower wall.  Again, you step this bottom by sketching the elevation profile.

 

Averything will show correctly in plan/section and elevation.
