Are you on a network, if so, where is your file saved?
Are you in a work-shared file?
What is your system? 32 or 64 bit? How much memory?

I am having the same issue today. (Jul 14)
Basically, every time a Revit machine moves/pans/extends/drags they lock up and take 15 seconds to execute the command.

Windows 7 - i7 2.93 Ghz w/ 8 GB RAM
Revit 2012 - 64 bit

Can't say that I have ever seen Revit Sync w/o being told to do so.
You can check this by pulling up the files history and if it is infact syncing you may want to pass it on to supprt and see what the issue is.
If you watching the status line and it is stating the CF is being accessed, that is because the LF and CF are constantly communicating through the database record lock and it is hanging on the network for some reason.
Might also be helpful to do a jing recording and post it for people to see the issue.
