I am making a ceiling based object that is just a 2D shape. When I place it on the ceiling it disappears. if I hide the ceiling you can see it, so it seems that the ceiling is obscuring the 2d light symbol. how do I get it to show? do I use "model" lines? or a masked region?.

It should work fine if your light is hosted to the correct side of the ceiling.  If you ceiling has a surface pattern, you would want to use a masking region and no reason to have additional linework.  Just use the right linew for the masking region.

 

Obviously, this light would never be used in a 3D view.

Cool thanks I got it. now how do I get it to stick to the underside of the floor above. (its a floor, not a ceiling, but it is the ceiling of the floor below.)

the new symbol only wants to hit on ceiling parts. should I just make a generic one with no hosting?for that matter: how would you even get a 3D light in the floor underside? wont leet you place it..

There is a default ceiling in Revit (generic) that has no thickness and will host ceiling objects.  That is what we use on the bottom of exposed structures.
