Worksets only exist if they have been "enabled". Otherwise the file is a "stand alone" file and can only be edited by one person at a time.

I have been setting up projects with worksharing (worksets) enabled regardless of the size of the project or if anyone else will be working on it. That seems to make it a little easier for other users to work on it if it turns out they need to do so (some of the people in the office are very fresh Revit users and things run smoother if things are always set up the same), and I really like the extra layer of backups.

I am with TKennedy on this...all my projects are workshared.
Doesn't matter if there is 1 - 100 people.
The added backups, the additional control you gain in a workshared environment makes it worth it to me.
