how would you make a wall rise with a ramp so that its smooth 2' above the ramp.

I would make the wall to be as tall as the lowest point on the ramp and then edit the profile of the wall (in elevation view). You get to Edit Profile by selecting the wall in elevation and then Edit Profile comes up as an option on the tool bar. You can cut out any shape you want.

Is it curving? If so use my tutorial for attaching walls to stairs. The same principle applies.

Yea its curvy i copied the ramp twice into the same space and then made the ramps 8" wide by 2' thick so the ramp now looks like a wall. This is my frist project in Revit.
