How can I change the level to 10.38 everytime it changes to 10 I cant find how to add decimals.

Also is there anyway to move the text when it overlaps or is bending the line down the only thing you can do?

You need to edit your level family and change the unit settings.  Thes can be set to project or be independent.  You can set how many decimal places to show as well.
