In RST 2011 (and others I'm sure) when I cut a section, some of the level symbols are blue but most are black.  

What up?

Black means that you do not yet have an associated floor plan with that level.

DaveLower, when you copy on an elevation or a section the level symbol, you just copy the symbol, not creating new levels. To create levels from those symbols, go to view/plan view/floor plan and select them all (hit OK). Same for reflected ceiling plans.

Nasty, as a correction the item you refer to is a level.  (The level head is only a sysmbol but the level is represented by a line.)   A copied level just does not have any associated plans.  Levels are almost like reference planes except they have some special characteristics.  You can create levels by copy in elevation and section or from the datum tab.
