When I draw a new curtain wall it is always offset from centerline by 3/4". When viewing the properties there is no offset established. Location of line is "wall centerline and Offset is 0' 0". Has anyone run into this issue before?

Curtain wall elements are set to offset from the curtain wall location line by type settings. This is how you set your mullions and panel locations. You can change these by finding the component types in your browser and editing their types. Be careful here because you may need multiple types for different CW locations.
NOTE: The CW location line is used for dimensioning purposes.
