Has anyone had the issue where some topography under a building pad shows cut and fill calculations, but in other areas, on the same site file, the cut & fill calculations don't show up?

Not really sure about what you are trying to find out.  I have an idea : Check the Phase of construction (Existing or New Construction) which may causing you problem.
