Is it possible to have to different callouts, one where the dashed bubble is visible and one where it is not?

Not sure what you mean.... you can always hide a callout bubble.

I have a lot of odd shaped casework where I would like to make the dashed line that goes around the casework white and I will draw the lines in a with detail lines.  I also have a lot of standard rectangular shaped casework and I do not want to use details lines for that callout.  I cannot figure out how to have two different callouts, one that has the standard dashed line and one that I have turned to white so I can draw my own dashed line with detail lines.

Don't draw them white.  Instead:

  1. make a normal callout and hide it
  2. draw your new call lines as you want...
  3. add a new detail callout referencing your first call out (note - this may create a SIM if you have it setup that way.)
  4. instead of bubbling the area, just make a very-very small bubble along your fake call-out line.
