I find the pattern file for earth to be too large for my 1:100 sections and prefer it at a 45degrees. How does one rescale and angle the pattern files. Revit appears to only give me the option to recreate it from scratch.

Yes once they are imported they are as is.... You need to re-import the custom pattern and scale on import. This is the only time when you can scale a custom pattern. You can't rotate custom patterns either
