I know there's no true "draworder" in Revit 2010, but is there a way to move annotations behind other annotations. For example, I've drawn all of my section cuts first, but now my dimension extension lines are on top of the sections and do not mask with the section text. I want the section on top of the dimension so it will mask the dimension line and keep the section id readable i.e. no line through it. See attached screenshot.

Only with Detail components & detail lines. Annotations are drawn last, meaning they should show over everything else, but if its annotation on top of annotation, well, I have no clue how it determines which one is "on Top".

Why dont you fix the dimension to a certain distance?
Select the dimension, go to edit type, under graphics go to "witness line control" parameter , change there to fixed dimension line, change the extension to whatever you need.

It appears that whatever is drawn first is on the bottom. Anything else drawn after it is on top. I can modify that one dimension, but it's just one instance where I have the problem. I was hoping there was some workaround I didn't know about. Doesn't seem like that is the case...

usually I just move the section cut away from the building more so that it is not so cluttered even up to the level of the grid bubbles

You can also split the section, bend it away like we used to do when drawing by hand... To do this, click on your section, then on the ribbon, you should see a "Split Segment" command. Click on this button, then select somewhere close to your section head, it will cause a bend and allow you to choose where to place the section head (if you do it too close to the tail, then it will move the tail end instead...

I am having the same issue. I created a break line as an annotation symbol so that I could put it over the top of views. Like if you want to show a break line on an interior elevation view. If I put the break line in with the masked region after I have put in my notes and dimensions it covers them up. I also have the same issue with dimensions, notes, section cuts and the like. If I note first and then add dimension or section cuts later, the white out region in my text does not obscure the dimension lines or section cut lines it overlaps. It would be nice if we could just select the text and bring it to the front. Is this possible?

Nothing covers up text or dimensions so I don't know what you are talking about.
BTW - A break line has been in the standard Revit library from the beginning. There was no need to create one.

If you have the background set to opaque on your text or dimensions than they will cover up anything they are placed on, including other text and dimensions. The question is how to change the order of what is covering up what. Right now it looks like it is smimply the order they were created but this is not always the order of what we want shown. Annotations will cover annotations.
I didn’t like the out-of-box cut line, wasn’t my stile, so that was why I made a new one. However, that really has nothing to do with the issue of annotation draw order.

This is wrong, it says masking region covers note - and it never does that!'
Now you write " ...If you have the background set to opaque on your text or dimensions than they will cover up anything..." << This is correct - your other option is transparent background. There is no draw order except when placed for opaque text. Opaque text placed first will be covered by opaque text placed second - always.
