Revit 2011

I am trying to draw lines (or reference lines) in a family (generic annotation) so that linework and/or other families can snap to them in a project.  If I draw a line in the family along either of the reference planes, everything works fine; families, lines, etc snap to them in the sheet view in the project into which the family has been inserted.  However, if I draw a line in the family that is not on one of the two reference planes, nothing in the project will snap to it.  i've tried using lines, reference lines (even overlapping them), i tried making the reference line a stron reference, nothing works.  Does anyone have a solution?

 What I really want to acomplish is just to be able to snap to various parts of my family (note that sometimes the snap lines will need to be invisible in the project file in to which they are inserted).  Any solutions along these lines (no pun intended) would be appreciated.

****Edit: The points that are available to snap to are not actually the ends of lines that were drawn on the reference planes.  They are the reference planes themselves.  The linework was defining the outer extents of the reference plane when it came into the project so it appeared as if i was snapping to the end of the line I had drawn.  So this puts me even further away from a solution...
