I'm trying to create a topo surface using an image for the contour locations.

The problem is visibility; If the image is set to foreground the image hides everything and I cannot see what I'm doing. if the image is set to background the minute i pick 3 points the topo begins to cover the image and I cannot see the contours or what it is i'm trying to follow. I tried overriding the topo surface to transparant but if you click edit surface the topo reverts back to opaque during sketch mode and you cannot see the contours below.

Is there a way to bring the image in so I can see through it and set it to foreground? (I tried using photoshop to delete the white background, tried turning the opacity to 50%, but saving the file to a jpeg, tiff, bmp for revit to insert automatically creates a mask the size of the image) Or, any other suggestions would be helpful. Thanks.
