Had problems trying to get my building sections (1:100) to reference my building key plan (1:200)

The section always referred back to a different drawing, sometimes plan or elevation.

I went through and hide by element in every plan and elevation that I did not want to see these sections in. A very tedious process. I still found the sections referencing to the wrong plan or elevation even when the section mark was not shown.

I didn't want to hide by category because I had detail sections that had to be shown.

The only thing that worked for me was to open each view (plan or elevation or whatever drawing you don't want it referenced to) open the Visibility Graphics box (VG) go to annotation categories, click the section highlighted box off then back on.

This seems to reset the sections and reference it where you want. This is assuming all the sections are hidden on all other drawings that you don't want it to be visible.

I don't know if this makes sense, let me know if it works for you.

Maybe Revit needs to have a 'section view location tool' so if you don't want the section shown in every single view you can opt not to.

You need to draw the section (or elevation, or callout, or whatever) in whatever view you want it to be referenced to.  In your case, you should have drawn the section initially in the key plan (or maybe you did, you just didn't say)
