I've finally sorted this issue out, maybe someone has already posted this but I couldn't find it. I've been creating a number of faced based families to be used by our Mechanical engineer but could not get the symbols to show up in plan. The solution was so simple. The family I've been working on is a simple exit sign that the mechanical can use in his drawings but I can also use in my architectural model that renders properly as a light source. I had the model categorized as a Lighting Fixture which is the only option in REVIT Architect. However this morning I was working on the family in REVIT MEP and realized that more categories are available. I changed the category to Lighting Devices and then below noticed a new option box "Maintain Annotation Orientation". Check that box to yes and everything works great!

This might work for displaying the fixture in the architectural model, but for a real electrical MEP project, this will not work. Lighting devices are switches and things like that. Lighting fixtures are lights that are supposed to show up in the lighting fixture schedule. As a device, they will not.
I've found that for face based lighting fixtures, you have to use "detail items". These are a lot like generic annotations, but are actually very different. Annotations will resize appropriatly depending on the scale of the view. Detail items do not scale automatically at all. This is very uselfull for some lights like grid troffers that will stay a 2x4 or 1x4, but for the most part, this is no good, unless you make a detail item for each scale you might use and create yes/no parameters to control them. That's how I do it anyway.

Thank you for posting your solution ... I wish that option was available for more than just the MEP "devices". I ended up assigning my hose cabinet to "sprinklers" so I could use the embeded label. ~shrug~
