Why can you only convert lines from detail to model in plan and not in elevation?

You should be able to do that. Model lines need a work plane, so make sure your elevation view is set up correctly.

An elevation does not have a set workplane whereas a plan does. Set an appropriate workplane to host your line on and the detail line will then convert.
