I downloaded the Guardrail Profile listed below

 It says to use it with the Railing tool but it apears to oly be a detail component.  How do I make this work?

It is a profile - just use that for one of the rails in a railing description.  To see how this is used, download the sample projects ... railings ... from the on-line location here: http://revit.autodesk.com/library/html/index.html 

That railing may already exist there.  If not, I'm sure you can find something similar that you can change.
