in Revit 2010 how can i change change the visibility for the foundation so in one plan is shows as a solid line but in the other plan it shows as a hidden line.

In any view, you can change objects VG properties in the VG settings.  That would be per view.  For individual elements, right click on them and over-ride graphice by element.
