I imported a ACAD file that measures a double door opening in Revit at 4.809", I need to enlarge the entire floor plan to measure a double door opening to 72". I thought I could use the scale command similar to ACAD and scale the entire plan by 14.971927 but it is not working. Does anyone know how to do this?

The scale tool should work. Start with a known reference on the dwg (sounds like you are using a door). Snap to one end of your reference, then the other. Then enter the length you want it to be.
