I am sure that SOMEONE has divided a large project into quadrants at one point or another. What is the BEST way. We have tried scope boxes and large callouts.

I would expand on this and say use dependent views...this way you can work on one floor plan and have it change each of your areas instead of having to go to 4 different views to work on the same floor plan.
