Is it possible to have detail componets move with nearby elements?

Yes detail components can be locked to elements as required

You can also group a set of detail components, then lock the group to nearby elements. Sometimes this is easier than locking the indiviudual components.

Hi thanks for your comments, so how do i lock a group to nearby components? i can't seem to find the option?

Once you create the group, use Align to align the group to some other geometry, then the Lock symbol will appear. Lock the relationship by clciking the lock.
