After you have created a project with schedules, all the "transfer project standards" related stuff, sheets, etc, you can "saveas a template". All good, except that saves all the building model info, details, etc. Is there a way to do this without having to manually delete all of the drawing information and just have the "blank canvas" similar to the revit pre-loaded templates?

You only have a couple of options: - Start a new template and transfer ...copy / paste what you need to create it or:
- Delete the model content from what you have.
I would do #2 - fairly easy. - Just go to a 3D view - make sure all model elements are on, window and delete.
- Goto a plan and delete all column lines
- Goto an elevation and delete all but two levels... your choice
- Using your shift key, pull down through you views in your browser high-lighting what you don't want and delete from the browser. (Leave the plans associated with the levels you kept). Leave the NSEW Elevations
- Do the same for the sheet views.... I would leave some and clean up your title sheet.
- Goto your room schedule and delete all the rooms that are left.
- Go through your legends and discard what you don't want.
