Is it possible to create a curved wall (an arced wall, or possibly a spline wall) on an inclined slope?

Sure... if the slope is a floor just attach the floor to it.  If you are asking for the wall to remain perpindicular to the floor, then perhaps you should create a mass then do wall by face.
